Hard-to-recover Reserves Await New Benefits
The departments are discussing additional measures to stimulate the development of hard-to-recover hydrocarbon reserves.
Relevant ministries are working to expand tax benefits for hard-to-recover hydrocarbon reserves (HRR), writes the Kommersant newspaper with a link to the minutes of the relevant meeting held in Khanty-Mansi Autonomous Okrug.
The list under discussion includes tax deductions for mineral extraction tax under certain conditions, expansion of the extraction tax for difficult reserves, and incentives for geological exploration for HRR. In addition, it is proposed to include low-permeability gas condensate deposits with abnormal reservoir pressure in the list of difficult ones.
Directly in Khanty-Mansi Autonomous Okrug it is proposed to expand the practice of providing land plots upon application.
The Ministry of Energy and the Ministry of Finance must, within several months, work on proposals to support the development of HRR and present their justifications.
