Khudainatov’s Company is Expanding Its Assets in Khanty-Mansi Autonomous Okrug
IPC acquired subsidiaries of the British Ruspetro, and Nyaganneft acquired a number of wells in Yugra.
The buyer of the former assets of the Ruspetro oil company in Khanty-Mansi Autonomous Okrug-Yugra was the Independent Oil and Gas Company, owned by former Rosneft President Eduard KHUDAINATOV. IPC acquired the bankrupt companies Inga and Trans-Oil. At the same time, Khudainatov’s company is already producing hydrocarbons in this area, reports the PRObankruptcy portal.
JSC Inga owns licenses for oil and gas production in the Pottym-Inginsky and East-Inginsky areas in the Khanty-Mansiysk Autonomous Okrug. Trans-Oil holds a license for the Palyanovsky site in the Khanty-Mansi Autonomous Okrug. The companies have all the infrastructure for production. It includes a booster pump station (BPS) with an oil treatment unit, as well as a point for delivering products to the main pipeline.
In October 2020, Inga JSC was declared bankrupt at the request of Trust Bank. The oil company owes the credit institution 58.4 million rubles. Trust filed a bankruptcy claim against Ruspetro structures because they defaulted on loans at the end of 2019.
In 2020, bankruptcy proceedings were introduced in the Inga company. In 2021, the company received 3.5 billion rubles in revenue. At the same time, the loss amounted to 90.4 million rubles.
In the spring of 2023, Russian President Vladimir PUTIN allowed Trust to buy both companies from the foreign Ruspetro. In August 2023, the bank put Inga and Trans-Oil up for public auction for 7.8 billion rubles.
At the same time, a debt of 24 billion rubles was settled. Applications were received from six applicants, including LUKOIL. At the end of November, the enterprise was sold for 20 billion rubles.
According to RBC, Ruspetro’s head office is located in London. This is an independent oil company with assets in the Khanty-Mansi Autonomous Okrug. The company’s revenue in 2021 amounted to 3.5 billion rubles, profit before tax – 1.2 billion rubles. Recoverable reserves are estimated at 127 million tons of oil and 23 billion cubic meters of gas. The company produces about 118 thousand tons of oil.
As of 2019, 25.16% of Ruspetro shares belonged to the Cypriot Limolines Transport. Another 15.7% was owned by the former deputy chairman of the board of FGC UES, Alexander CHISTYAKOV. The remaining share belongs to Otkritie Holding, the Cypriot company Otkritie Investments Cyprus and Makayla Investments of Andrey RAPPOPORT.
Trans-Oil was registered in 2001. The company owns a license for the south-eastern part of the Krasnoleninskoye field. In 2022, the company suffered over 25 million rubles in losses with revenue of 623 thousand rubles.
At the end of 2022, the Independent Oil and Gas Company produced 20.2 million tons of oil. In 2020, IPC sold a group of Payakh fields to Rosneft for $11 billion. Khudaynatov’s company also received $1.4 billion worth of production assets from the state company (more about this in the material of Devon News Agency).
Among the assets were Severnaya Neft, Varieganneftegaz, Sakhalinmorneftegaz and the Talinsky section of Nyaganneft. The latter borders on the west with the Inga squares. As a result of the transactions, NOC production increased tenfold.
Meanwhile, Nyaganneft (a subsidiary of IPC) is acquiring wells at the Lebyazhye field in the Khanty-Mansi Autonomous Okrug. The oil producing company was the only participant in the asset lease auction, Ura.Ru reports.
Her bids met the bidding requirements, a representative of the electronic trading platform said. The cost of the lot exceeded 9.67 million rubles. Oil and gas wells owned by the state are leased for five years.

Oil reserves of the Lebyazhy area amount to 37 million tons. It belongs to the Krasnoleninsky oil and gas condensate field. The site is located in the Oktyabrsky district of Ugra. In the southwest, an area with developed infrastructure borders the Em-Egovskoye and Palyanovskoye fields of the RN-Nyaganneftegaz company (Rosneft). In the south is the North-Eastern part of the Palyanovskaya area of the Krasnoleninskoye field. It is being developed by Gazpromneft-Palyan.
