“I’ll give an example of a road map for the localization of LNG [technologies]. Without state support, creating such a technological base seemed unfeasible. It would be right to extend this support mechanism to technologies for the extraction of deep horizons [gas reserves]. We consider it right to develop with industry companies and approve a program to support the development of hard-to-recover reserves “, he noted.
According to him, historically the main gas production region in the USSR and Russia was the Nadym-Pur-Taz region, and now the Cenomanian stage (where it is easiest to extract gas) is 80% depleted, so the country needs to move to the active stage of developing hard-to-recover reserves.
Kudrin noted that the production of HRR in the region is complicated by the difficulty of developing these reserves and expensive technologies.
“If we add up these factors, then with the current tax regulation, the production of HRR is unprofitable,” the top manager added.
He noted that if we only engage in the development of new gas provinces, then these 5 trillion cubic meters. m of hard-to-recover reserves will be lost to the country.
“According to our estimates, their production potential is about 70 billion cubic meters per year,” he specified.
Kudrin noted that even though there is now a surplus of production capacity on the Russian market, by 2030-2035 the situation may change, and Russia will not be able to satisfy the increased demand in the market.
“The fundamental technologies for producing HRR are available to us, but they need to be replicated,” Kudrin emphasized.
