  • Oil Production in Khanty-Mansiysk Autonomous Okrug in 2023 Decreased By 3.1%

    In 2023, 216 million tons of oil were produced in the Khanty-Mansi Autonomous Okrug (KhMAO). This follows from the materials of the Department of Subsoil Use and Natural Resources of the Khanty-Mansi Autonomous Okrug.

    In 2023, 216 million tons of oil were produced in Khanty-Mansiysk Autonomous Okrug, which corresponds to the level of 2021. In 2022, oil production in the Khanty-Mansi Autonomous Okrug amounted to just over 223 million tons. Thus, oil production in Khanty-Mansi Autonomous Okrug in 2023 decreased by 7 million tons or 3.1%. In 2024, oil production in the Khanty-Mansi Autonomous Okrug is planned to be restored to the 2022 level. Approximately, we can talk about the production of 223 million tons of oil.
    Expected decline
    The decline in oil production in Khanty-Mansi Autonomous Okrug is not unexpected:
    • until 2018, production in the region fell annually by approximately 1.5% due to the gradual depletion of reserves in old fields,
    • in 2018, for the first time in 10 years, it was possible to achieve positive dynamics in oil production – then 236.5 million tons were produced, which is 0.5% more than in 2017.
    In particular, special tax regimes, which ensured an increase in production drilling, made it possible to achieve an increase in oil production. Targeted administrative measures also helped, which contributed to the accelerated commissioning of fields into commercial operation. Subsequently, external factors exerted pressure on oil production indicators in the Khanty-Mansi Autonomous Okrug. Thus, in 2020, due to a significant reduction in production to counter the consequences of the COVID-19 pandemic under the OPEC+ agreement, production in Khanty-Mansi Autonomous Okrug decreased by 10.7%, to 210.7 million tons.
    A decline in production was also predicted for 2023. During the Yugra Economic Forum, Deputy Governor of Khanty-Mansi Autonomous Okrug S. Chernyaev said that oil production in the region in 2023 will decrease by 7 million tons, to 215-216 million tons due to a controlled decline in production under the OPEC+ agreement. After 2024, a gradual decline in production is again expected in Khanty-Mansi Autonomous Okrug.
    According to the draft law on the budget of Khanty-Mansi Autonomous Okrug adopted in October 2023 by the regional government for 2024 and for the planning period of 2025 and 2026:
    in 2023, oil production in the region is expected to amount to 215 million tons,
    in 2024 – 222 million tons,
    in 2025 – 220 million tons,
    in 2026 – 219 million tons.
    This is largely due to the growing share of hard-to-recover reserves (TRR).
    In November 2023, during the day of the Khanty-Mansi Autonomous Okrug at the Russia exhibition and forum at VDNKh, Governor N. Komarova said: Khanty-Mansiysk Autonomous Okrug is the main oil-producing subject of the Russian Federation – its share accounts for about 42% of all-Russian production,
    • in the territory of the district at the beginning of 2023, 421 oil fields were included in the balance sheet,
    • specialists are now working in the western part of the Khanty-Mansi Autonomous Okrug on the unallocated fund of subsoil plots,
    • geological exploration work begins, the results can be assessed in 2025,
    • supposedly, there are reserves of 11.5 billion tons of oil – this is what has been proven with a good degree of probability,
    • a third of them are hard-to-recover reserves.
