  • On July 21, 2023, in Surgut, at a Meeting of the Coordinating Council for Industry, NANGS President Viktor Khaikov Made a Number of Proposals for the Development of the Russian Oil and Gas Service to Russian Deputy Prime Minister Denis Manturov

    Deputy Prime Minister of the Russian Federation – Minister of Industry and Trade of the Russian Federation Denis Manturov made a working trip to the Khanty-Mansiysk Autonomous Okrug – Yugra. He, together with the Plenipotentiary Representative of the President in the Ural Federal District Vladimir Yakushev and the Governor of the region Natalya Komarova, toured the Yugra industrial park and held a meeting of the Coordinating Council for Industry on the topic “Engineering for the oil and gas industry”.

    President of the National Association of Oil and Gas Services, Chairman of the Commission on Investment Climate and Technological Development of the Public Council of the Ministry of Economic Development of Russia Viktor Khaikov, during a meeting of the Coordinating Council for Industry, made a number of proposals for the development and support of the Russian oil and gas service. Among which:

    • it is necessary to take into account the problems, opportunities, needs and features of the business of Russian oil and gas service enterprises in the development strategies of the industry;
    • measures to support and develop mechanical engineering should be extended to oil and gas service enterprises, since the demand for manufactured equipment depends on their position;
    • expand measures to support the export of goods for the export of services (oil and gas, engineering, industrial, etc.).

    At the beginning of the program, Denis Manturov visited the Yugra industrial park, where, among other things, an exhibition exposition of industrial enterprises of the region was presented. Today, Yugra continues its active development in order to expand the infrastructure for both existing (13 companies) and new residents.

    “Despite the fact that the Khanty-Mansiysk Autonomous Okrug is, first of all, an oil and gas region, oil and gas engineering and related manufacturing industries are also actively developing. There are 7 industrial parks on the territory of Yugra (4 are in the register of the Ministry of Industry and Trade of Russia) and 2 more are being created, 2 are operating and one industrial park is being created. This suggests that industrial development is one of the priorities of the region,” Denis Manturov emphasized.

    As part of the exhibition, Denis Manturov was presented with a wide range of equipment for the oil and gas industry: installations of electric centrifugal pumps for oil production, Trom-8 snow and swamp vehicles, equipment for intensifying oil and gas wells by hydraulic fracturing, etc. Denis Manturov also met with the Governor of Khanty-Mansiysk Autonomous Okrug – Yugra Natalya Komarova. The meeting discussed the industrial potential of the region, as well as the implementation of investment projects. The only innovative scientific and technological center “UNITI PARK” in the Urals is being created. The project combines innovative technologies and competencies of enterprises in the fuel and energy complex, education and science. It is aimed at ensuring technological sovereignty, including in the fuel and energy complex.

    “Every 20 ton of oil produced in the world is Ugra oil. The largest mining and gas processing enterprises form the region’s economy. Against the backdrop of changing technological characteristics, a request has been formed for the advanced creation and implementation of innovative technologies in oil and gas production, oil and gas processing. One of the answers to such requests was the federal project “Technologies for the development of hard-to-recover hydrocarbons.” The Khanty-Mansiysk Autonomous Okrug creates conditions for the formation of domestic import-substituting technologies and equipment for the cost-effective development of unconventional hydrocarbon reserves,” Natalya Komarova noted.

    “Since 2014, we have made significant progress in import substitution. More than 140 types of new products have been mastered. The Russian government and the regions have taken unprecedented measures to stimulate production. For a further technological breakthrough, it is necessary to intensify work on the introduction of a unified certification and standardization system at enterprises in the oil and gas sector, provide suppliers with long-term contracts for the development and production of high-tech products, and actively implement domestic digital solutions,” Vladimir Yakushev noted.

    In continuation of the working trip, the Deputy Prime Minister – Head of the Ministry of Industry and Trade of Russia held a meeting of the Coordinating Council for Industry on the topic “Engineering for the oil and gas industry.” Since 2014, Russian industrial enterprises have already created about 140 types of import-substituting products. Together with the growth of the total market volume, the share of Russian equipment increased from 43% to 62%. In 2023, it is planned to overcome the bar of 65%.

    “We have decided to form a Coordinating Council for import substitution of oil and gas equipment at the Government site. Within its framework, representatives of interested federal executive bodies, manufacturers and customers of equipment will gather. There is also the Institute of Oil and Gas Technological Initiatives, which is carrying out the transition from foreign sectoral systems of standardization and certification to domestic ones. The work of these bodies will make it possible to obtain a vision of the development of the industry, identify urgent tasks, propose solutions and optimize work on import substitution. In addition, we plan to more actively involve the regions in this work through the ministers of industry,” Denis Manturov added.

    The Institute of Oil and Gas Technology Initiatives has done significant work, approved more than 150 standards, more than 700 conformity assessments, and plans to expand the number of registered standards to 200 by the end of the year. Within the framework of the Coordinating Council, a proposal was made to switch to INTI standards for all Russian companies as soon as possible, which was supported by Vice – Prime Minister – Head of the Ministry of Industry and Trade of Russia Denis Manturov. This will help companies work more efficiently with equipment customers, simplify access to tender procedures, which will have a positive effect on the oil and gas engineering market as a whole.
