Preparations for Flood Season Is Underway at TATNEFT
Enterprises of the TATNEFT Group of Companies have started preparation works for coming snowmelt floods.
The work on preparing for the flood period at the Karabash hydro-technical utilities (GTS) was commenced in the fall of the last year. All underwater and surface mechanisms, equipment and warning devices were prepared. Dam shutters and other structures were in good working condition.
According to the data of agrometeorological stations, located in the south-eastern part of the Republic, the first decade of March temperature differed by one degree only from the climate normal with the height of the snow cover reaching 60 – 70 cm. All these indicators, as well as the amount of the winter precipitation, fit into the average long-term value chain of meteorological observations.
During the period when the average daily temperature move beyond zero, there will be an around-the-clock duty of personnel arranged at the dam with the output of continuous information to the control room of the Reservoir Pressure Maintenance Division (UPTZh dlya PPD) and the TATNEFT’s CITS (Central Technical Support Centre)
Although the Karabash water-storage reservoir is the largest reservoir in the south-easter part of Tatarstan, it does not mean that all melt water of numerous rivers and creeks gets into the basin of the water reservoir. Therefore, the Company annually shapes a plan for introducing the flood control measures.
There are standing commissions, which have been established at the enterprises of the TATNEFT Group to organize and systematize control the progress of preparation and to perform systematic monitoring of preparation works for the flood season as well as checking the readiness for handling emergency situations.
Special additional emergency response crews with necessary resource stock for performance of rescue and recovery operations have been formed at the enterprises to ensure prompt response to possible abnormal situations.
The Company pays special attention to facilities in hard-to-reach areas, where the work in the spring period may be complicated by possible flooding. The existing active and decommissioned pipelines are under enhanced control, crossings over rivers, streams, flooded areas are being examined.
Traditionally, scheduled classes and briefings of operating personnel are carried out, the procedure for notifying officials and the personnel in case of emergency situations is being clarified.
During the period of the intensive snow melting, the laboratory monitoring of the main rivers state and the air environment will be tightened.
The worked-out measures are aimed at meeting the requirements of environmental protection, land management, industrial and fire safety and are designed to ensure the stable and uninterrupted operation of production facilities during the spring flood.
