  • Rosgeo Plans to Sign an Offset Contract for the Supply of Drill Pipes for 500 Million Rubles

    JSC “Rosgeologiya” plans to sign an offset (with counter investment obligations) contract for the supply of drill pipes with JSC “Drilling Equipment Plant” in the near future, the electronic trading platform (ETP) “Roseltorg” (the organizer of the selection of suppliers under the offset contract) said.

    “In April 2023, JSC Rosgeo approved and published a program for” growing “suppliers (from among small and medium-sized businesses – IF), in which four directions were established,” said Evgeny Knyazev, Vice President of Rosgeo. “For one of them, we conducted an appropriate selection, as a result of which an agreement was signed with the Drilling Equipment Plant on the provision of support measures and an individual development map.”

    In the near future, according to Knyazev, Rosgeo plans to sign an offset agreement with this enterprise for 500 million rubles for a period of five years. During this period, the Drilling Equipment Plant will have to supply Rosgeo with drill pipes for shells with removable core receivers for drilling rocks or soils.

    Knyazev also noted that the volume of counter investment obligations under this offset agreement will amount to 100 million rubles.

    In November last year, new provisions of the law “On the development of small and medium-sized businesses in the Russian Federation” came into force, providing that state-owned companies selected for participation in development programs for SMEs will have to draw up individual development maps with a list of specific activities, a deadline for their implementation and an indication of responsible for this persons. Moreover, only those SMEs that already have experience in executing contracts based on the results of procurement of state-owned companies will be able to participate in such development programs.

    At the same time, in November, a subsidiary of the Avtodor state company, LLC Avtodor – Toll Roads, launched a program to “grow” suppliers (first of all, short-range communication equipment – DSRC). In January, the company entered into an offset agreement with Sorb Engineering LLC, which undertakes to manufacture and supply Avtodor’s subsidiary with 100,000 transponders to pay for toll sections of highways and 10,000 holders for them. The total amount of the contract amounted to 120 million rubles.

    According to SME Corporation (which is a partner of state-owned companies in the development and implementation of “growing” programs), at the beginning of this year, 15 largest state-owned companies planned to launch programs to grow suppliers from among SMEs, including DOM.RF, Russian Railways, Inter RAO , Moslift JSC, Russian Post JSC, Rostelecom and others. Currently, 27 large state-owned companies are considering the possibility of launching supplier development programs in 2023. To date, 10 state-owned companies have launched “growing” programs.
