The Russian Government Proposes to Grow Competitors to the “Big Oilfield Four”
The Russian government supports the Tyumen Interregional Oil and Gas Cluster. This approach is found in the industrial police of the Russian Federation. This was stated by Deputy Prime Minister – Minister of Industry and Trade of the Russian Federation Denis MANTUROV at the plenary session of the first Industrial and Energy Forum TNF-2022 (September 20-22). “A long evolutionary path has led us to the idea of creating an interregional oil and gas cluster,” said Alexander MOOR, Governor of the Tyumen Region. “This is necessary in order to prevent enterprises operating in the same market and creating withdrawn products from moving from bad competition to cooperation and cooperation.”
The Tyumen oil and gas cluster includes 90 enterprises from 15 regions of the country and continues to capture. According to the governor, the region is ready to become a “tool platform” and start “cultivating” oilfield service companies.
Large oilfield services companies based on state corporations and industrial enterprises are morally welcomed. Large oil and gas companies will have insurance providers, and they will not increase the share of hundreds of offers.
“It is rare that companies buy products. Eighty percent of customers receive a turnkey solution for their region.
Small oilfield services companies, on the advice of the governor, do not have enough capital and working capital to be profitable with the Big Four. It was attended by the French company Schlumberger, the American Halliburton and Baker Hughes, the Swiss Weatherford (in March, these companies announced their withdrawal from the Russian Federation under pressure – approx. IA Devon).
“In the volume of services, 20% was the share of the big four, – said Moore. – These were the fattest, richest and marginal 20%.”
Among the participants of the plenary session of the TNF were Vladimir Yakushev, Plenipotentiary of the President of Russia in the Urals Federal District, Dmitry ARTYUKHOV, Governor of the Yamalo-Nenets Autonomous District, Alexander DYUKOV, Chairman of Gazprom Neft PJSC, and Mikhail KARISALOV, Chairman and CEO of SIBUR LLC.
In addition, during a working trip to Tyumen, the Deputy Prime Minister and full representative of the honorary representative of the plant of the Uralmash NGO Holding company, which specializes in the production of drilling rigs. Denis Manturov and Vladimir Yakushev inspected a drilling complex built to develop a gas field on the Kara Sea shelf. The share of domestic equipment used at the drilling complex is about 95%.
Then the Deputy Chairman of the Decisions of the Russian Federation and the Plenipotentiary of the Head of State put forward a proposal for TNF EXPO, which takes place within the framework of the Industrial and Energy Forum. According to Manturov, in 2014 the level of technological independence in the domestic oil and gas engineering industry is just over 40%. Then the first packages of industry meetings were introduced by Western countries. To date, this figure has reached 60%, the report says.
Earlier, the Devon news agency wrote that Gleb OVSYANNIKOV, vice-president of LUKOIL, complained at the Tyumen oil and gas forum about pipe monopolists raising prices. The top manager also offered to pay the Tyumen region with a refund of LUKOILubbackback for the purchase of Tyumen equipment.
