Ministry of Natural Resources Proposed to Strengthen Support for Companies Operating at Mature Fields

The Ministry of Natural Resources proposes to strengthen state support for companies developing mature and high water-cut fields, said Minister Alexander Kozlov at an expanded meeting of the Rosnedra board.

“I would also like to say a few words about hard-to-recover reserves (TRIZ). In the structure of production from proven reserves, the share of TRIZ already amounts to 30% and will only grow. Tax incentives have been introduced in the Tax Code for most categories of TRIZ,” the minister said.

He recalled that currently 18 test sites are operating on licensed areas for the study of TRIZ.

“We expect that specialists will be able to simplify and reduce the cost of exploration and production of hard-to-recover reserves. Therefore, we certainly support both the extension of support measures for TRIZ development and new measures proposed by the business. In addition, we believe that it is already necessary to work out measures to strengthen state support for enterprises developing mature and high water-cut fields, because this is always associated with increased operating costs,” Kozlov emphasized.

In mid-2025, Rosnedra reported that TRIZ accounted for about 30% of oil production. Forecasts suggest that this share could grow to 50% by 2030 and to 70% by 2050.

Meanwhile, according to the Fuel and Energy Complex Analytical Center, in 2025, out of 511.5 million tonnes of produced liquid hydrocarbons, 63% (excluding TRIZ in new regions) came from hard-to-recover reserves, while 37%came from conventional reserves. According to estimates, by 2035, out of 540 million tonnes of production, TRIZ will account for 83%, and by 205087% (at the same production level).
