    Good afternoon, Yury Aleksandrovich, and welcome to our forum. It is a great honor for us to meet today a person of your level. Your solid experience in oil and gas logistics is of great interest to us. Could you share with our audience what path you have come in this field, especially mentioning your achievements and unique challenges you’ve faced along the way? Your experience is undoubtedly invaluable, especially given intricacies of logistics in these difficult conditions.

    Thank you for your warm welcome and the opportunity to share my experience. My career spans over three decades and is a combination of challenging and helpful experiences that have strengthened my knowledge in this field. I started working for such a well-known Swiss company as Panalpina, as Director of Oil and Gas projects in Russia and the CIS. We supplied oil equipment in the 1990s under loans from the World Bank and the Bank for Reconstruction and Development for oil field restoration projects in Russia in the 1990s. My responsibilities included arranging complex supply chains linking leading international and Russian equipment suppliers with major Russian oil companies, such as Yuganskneftegaz, Kogalymneftegaz, Varjeganneftegaz, Tomskneft, Purneftegaz, Megionneft and others.

    Then, in the 2000s, my professional path led me to managing Panalpina projects in Kazakhstan, where I supervised important projects in Tengiz, Aksai, Aktobe, Aktau and, of course, the most significant project – transportation of drilling rigs to the artificial islands of the Agip project, the Kashagan offshore field.

    Throughout my career, I have had the opportunity of leading various professional teams from different countries in transporting more than 200 drilling rigs from around the world, including North America, Europe and China, to key destinations in Russia, for companies such as Surgutneftegas, Tatneft, Rosneft, BKE, Parker Drilling, Nabors Drilling, KCA Dautag, Pride International and others. My work has included intricacies of managing logistics of large-scale projects that cover various types of transport. This implies coordinating land, air and sea transportation, as well as ensuring smooth operation of each segment of the supply chain for the safe and timely delivery of equipment and materials.

    Currently, I work for WNOG JSC, where I use my rich experience for introducing innovations in oil and gas logistics. I focus on digital transformation and operational optimization, reliability and safety, which are crucial in our field.

    At WNOG JSC, I also engaged in strategic development of the business in today’s dynamic environment. Using my vast experience, I have authored three books on oil and gas logistics and regularly participate in Russian oil and gas publications. Besides, I was a speaker and a moderator at oil and gas conferences in Moscow in 2019/2020, contributing a lot to shaping discussions in the industry, especially during the harsh times of the pandemic.

    Generally, my path in oil and gas logistics was associated with overcoming challenges related to remote and hard-to-reach areas, mastering intricacies of project logistics, developing the staff, as well as constantly striving for improving operations in accordance with customer needs. This is a path that has not only honed my experience, but also significantly contributed to development and success of logistical operations in the oil and gas sector.

    What, in your opinion, is the most important aspect of logistics in the oil and gas industry?

    The key aspect of logistics in the oil and gas industry is safety and environmental protection, no doubt about it. In this sector, strict safety standards are applied, due to the hazardous nature of the materials used. Ensuring safety of the staff, integrity of cargo and environmental protection is not only a regulatory requirement, but also a moral imperative. Each logistical operation must meet the highest safety standards, for reducing risks associated with drilling, transporting and processing oil and gas products.

    Moreover, the second most important factor is the effective management of a complex and often global supply chain. The oil and gas industry operates with clockwork precision, where even minor delays can lead to significant financial and production consequences. We must ensure a smooth supply chain by seamlessly coordinating actions of many stakeholders, including suppliers, carriers and regulators. This requires careful planning and the ability to respond quickly to unforeseen challenges such as geopolitical shifts, market fluctuations, or environmental factors.

    Complexity of these supply chains is also increased by the need for transporting various materials — from oversized and heavy drilling equipment to sensitive components, each requiring special processing and transportation strategies. The logistics system must be reliable and simultaneously flexible, able to adapt to unique requirements of each cargo, while maintaining efficiency and profitability.

    In fact, combination of these two crucial aspects — safety / environmental protection and effective supply chain management — is what distinguishes successful logistical operations in the oil and gas industry. This is a delicate balance that requires not only technical knowledge, but also thorough understanding of the dynamic nature of the industry.

    How has the role of logistics in the oil and gas industry changed over the years?

    Evolution of logistics in the oil and gas industry has been profound and multifaceted, reflecting the dynamic nature of the industry and the changing global landscape. In previous times, logistics was often considered as a secondary task, primarily related to transportation and delivery. However, over time, its role has increased significantly, becoming a central element in the strategic management of the company’s activities.

    This shift has become especially evident during the recent pandemic that has created unprecedented challenges for global supply chains. The pandemic has highlighted the urgent need for flexible and sustainable logistics systems capable of maintaining operations despite essential disruptions. Companies had to quickly adapt their strategies by implementing new occupational health and safety protocols, as well as finding alternative routes and methods of supply.

    Moreover, the changing geopolitical landscape has further complicated the logistical equation. Sanctions and political tensions have required a more subtle approach to logistics planning and implementation. Now companies have to navigate the maze of statutory instruments, constantly adapting to new political conditions and restrictions. This often means reorganizing logistics networks in some extremely short time, for ensuring compliance and continuity of operations.

    Another notable change is the growing focus on remote and complex conditions. As oil and gas exploration and production move to more and more remote areas, from deepwater platforms to Arctic conditions, logistics must develop in parallel. This means dealing with severe weather conditions, limited infrastructure and increased risks to the environment and safety. This requires not only specialized equipment and transportation methods, but also complex planning and coordination, for ensuring safe and efficient delivery of materials and equipment.

    Moreover, the industry’s growing focus on sustainability and environmental responsibility adds another layer of complexity to logistical operations. More attention is paid to reducing the carbon footprint of logistics operations, which requires introducing more environmentally friendly types of transport and technologies.

    It should be noted that in the oil and gas industry, logistics has turned from a simple operational function into an important strategic element to directly affect the company’s efficiency, sustainability and competitiveness. Its role continues to evolve under the influence of external factors, technological advances and the industry’s striving for more sustainable functioning.

    What are unique challenges faced by logistics in this industry?

    In the oil and gas industry, the logistics sector faces a number of unique challenges demanding special knowledge and experience. One of the main tasks is managing the risks associated with transportation of expensive and often hazardous materials. These materials not only require strict safety protocols, in order to prevent accidents, but also need to be handled safely, for avoiding theft or damage during transportation.

    Geopolitical issues add another layer of complexity to logistics in this industry. Changes in the political climate, international relations, and regulatory framework can have immediate and profound impact on supply routes and timelines. Companies have to constantly monitor global political situations and be ready to quickly adapt their logistics strategies in response to military actions, sanctions, border closures or trade disputes.

    Besides, the global nature of the oil and gas industry means that equipment and components are often supplied from different parts of the world. This global search for suppliers creates problems in terms of adapting logistics strategies to different delivery timelines, transportation methods and expenses. This also requires comprehensive understanding of rules and practices of international trade.

    Searching and collaborating with reliable logistics contractors is another important task. The industry’s specificity requires partners who not only understand unique needs of oil and gas logistics, but are also able to deliver on tight deadlines and under difficult conditions.

    Perhaps, one of the most difficult aspects of international logistics in this sector is dealing with international payments. In the face of sanctions, using multiple currencies, fluctuating exchange rates and complex banking requirements, efficient and secure financial transaction management is critical to ensure smooth logistical operations.

    Compliance with a variety of regulatory requirements in various jurisdictions is of paramount importance, as well. This includes not only transportation and safety rules, but also environmental, customs and sanctions regulations. Ensuring compliance requires thorough understanding of these standards, careful planning and accurate documentation.

    Finally, the paramount significance of security in logistical operations cannot be overestimated. This applicable not only to safety of transported materials and workers engaged in their processing and transportation, but also to environmental safety. Reducing environmental risks, especially in sensitive areas, is a critical point in planning and implementing logistical operations.

    Unique challenges facing logistics in the oil and gas industry generally include managing high-risk materials, working in harsh geopolitical conditions, adapting to global sourcing challenges, ensuring profitability of financial transactions and compliance with various regulatory requirements, with all these to be subordinated to the main imperative of safety and environmental protection.

    And finally, what future trends do you forecast in the oil and gas industry, particularly in logistics?

    The future of logistics in the oil and gas industry is expected to undergo essential changes, primarily due to technological progress and alteration in the global energy paradigm. One of the most noticeable trends to be expected is accelerated adoption of digital technologies and automation. These changes will lead to revolution in the planning, execution and control of logistical operations. Advanced technologies such as AI, IoT and possibly blockchain will allow boosting profitability, improving real-time decision-making, and increasing transparency of the entire supply chain. For example, AI algorithms can predict disruptions in the supply chain, and IoT devices can track shipments in real time. Blockchain can provide an immutable registry for documentation, increasing security and trust among stakeholders.

    Another important trend is enhanced attention to sustainability and environmental responsibility. As the world struggles with climate change, there is a growing demand for greener logistical solutions. This involves switching to more eco-friendly types of transport, such as ships powered by LNG, methanol, or electric vehicles for land transportation, as well as implementing initiatives to offset carbon dioxide emissions. Besides, companies will strive to optimize logistical routes, for reducing carbon dioxide emissions, and implement technologies minimizing environmental impacts.

    As the global energy switch to renewable-energy sources accelerates, logistics in the oil and gas industry will also have to adapt to the dual energy field. This means balancing logistical needs for traditional oil and gas transactions with growing demand for components and materials required for renewable-energy projects, such as wind turbines and solar panels. This switch will require from logistics-service providers to be versatile and responsive to changes in the dynamics of the energy market.

    Moreover, the industry is highly likely to pay more attention to risk management and sustainability. Due to increasing complexity of global supply chains and predominance of geopolitical and environmental uncertainty, logistical operations must be more adaptable. This implies diversifying supply routes, developing contingency plans, and investing in predictive analytics, for forecasting and mitigating risks.

    Finally, in future, logistics in the oil and gas industry is likely to become more closely linked to collaboration and partnerships both within the industry and with external stakeholders, including technology suppliers and environmental organizations. This collaboration will be crucial for sharing best practices, stimulating innovation, and creating a more sustainable and efficient logistical ecosystem.

    How has the COVID-19 pandemic and recent geopolitical events affected your activities and how has WNOG adapted to it?

    The onset of the COVID-19 pandemic and recent geopolitical shifts have profoundly affected the logistics landscape, posing a number of unique challenges for the WNOG. In response to these challenges, we had to adapt quickly and improve our business.

    During the pandemic, the main problems were disruptions in the supply chain and ensuring safety and health of our employees and customers. For solving the problems, WNOG promptly implemented a number of strict medical protocols.
