Rosprirodnadzor Launched a Digital Geoportal for Unified Control in Subsoil Use

Head of Rosprirodnadzor, Svetlana Radionova, presented to the Minister of Natural Resources and Environment of Russia, Alexander Kozlov, a digital Geoportal designed to ensure unified control in subsoil use, according to a statement from the Ministry of Natural Resources.

The new tool will improve response times in preventing and detecting violations at subsoil sites. In the future, the Geoportal will become a tool for regular monitoring in the field of subsoil use, the statement said.

The interactive map aggregates information on licenses, waste disposal facilities, land plots, water bodies, protected natural areas, and other key parameters.

“Now the data is no longer fragmented — it is available in a single system that can be used in real time. This year, Rosprirodnadzor is paying special attention to violations in subsoil use, and the Geoportal will help us organize this work as efficiently as possible,” Radionova explained during the platform presentation.

The Geoportal allows tracking of work sites and verifying their compliance with licenses, design solutions, and mandatory legal requirements. Inspectors can measure site areas directly within the system, mark boundaries, generate assignments, and prepare inspection materials. The use of artificial intelligence is also envisaged for analyzing Geoportal data and satellite imagery. The system can automatically detect signs of violations, including operations outside licensed areas, non-compliance with technological requirements, and failure to carry out mine closure and land reclamation.

In test mode, around 50,000 licenses (both active and revoked) have already been analyzed. At the initial stage, it was found that more than 20% of revoked licenses show signs of violations under Article 26 of the Law “On Subsoil”. These data are currently undergoing additional verification.
